The server response time (wait), aka TTFB (Time To First Byte), is the slot of time in which a server elaborates the call of the page you are testing and then gives back a first response to the browser.
Its duration depends on the operations processed by the system to get the page's output (such as, for example, processing database query, recovering a css on an external server, processing php operations, etc.).
To understand if the server is slow or if your website is not optimized, you can run a test, by creating a info.php page with the content <? phpinfo(); ?>, using an online service such as pingdom.
If the server response time on this page is delayed, the problem is related to the server hosting your website, which can be overloaded or submitted to connectivity disservices. In this situation, contact your tech support, reporting the test's results to get additional support.
Otherwise, if the server response time is regular, the problem may be related to your website: in this case, contact a webmaster for an additional check. The check is usually processed by setting the website on degub modality and checking all error logs.
